The papers consist of a document ("Voorloopig Bewijs") issued to Eve Neumann (later Eva Mandeau) by the Amsterdam Organisation; a Dutch identification card issued by the Joodsche Raad Voor Amsterdam to her mother Hertha Neumann-Moses; and a certificate of exception ("Ausnahmebescheinigung") issued to Hertha Neumann-Moses in the Netherlands.

Expositur was a section of the Joodse Raad voor Amsterdam (Jewish Council of Amsterdam) that acted as a liaison with the Zentralstelle für jüdische Auswanderung Amsterdam. At the Expositur the registration of exemptions from deportation (sperre) was processed. Employees of the 'Expo' had access to the Hollandsche Schouwburg. The organisation was headed by Edwin Sluzker, who was of Austrian-Jewish descend.

Founded in 1938-08

Zentralstelle für jüdische Auswanderung was originally established in 1938-08 by the German Sicherheitspolizei and the Sicherheitsdienst to supervise the emigration and expulsion of the Jews of Austria. Later, the Zentralstelle also dealt with the Jews of the Protectorate of Bohemia and Moravia and Amsterdam.
