White paper; recto: printed design incorporating vertical red stripe and horizontal green and red stripes which intersect at upper left hand corner; point of intersection bears image of fasces (Italian fascist symbol) superimposed over swastika; recto bears nine adhesive postage stamps, one adhesive airmail stamp and five black ink cancellation stamps.
