Scope and Content
The file contains a typewritten version of the so-called “Verordnung gegen Volksschädlinge” (“Decree against public enemies”) enacted on September 5, 1939 and demanding the death penalty for plundering, for crimes committed during air raids, for crimes considered endangering the German community. The decree consists of seven paragraphs. It is part of a series of decrees enacted shortly after the beginning of World War II, such as the of the so-called “Verordnung gegen Gewaltverbrecher” (“Decree against Perpetrators of Crimes of Violence”) and the “Verordnung über außerordentliche Rundfunkmaßnahmen“ („Decree concerning extraordinary broadcasting measures”).
