Herbert Cukurs was a Latvian war criminal who was responsible for the murder of 32,000 Jews in Riga Gheto in World War II. After the war he was permitted to enter Brazil together with his family and with a Jewish girl whom he saved, intending to use her as couverage. He was recognised by Jews who Knew him from Latvia. His attempts to get Brazilian citizenship were denied, but he was not expulsed from Brazil or extradited to Israel either. Eventually he was murdered in Montevideo, Uruguay, by a group who called themselves "Those Who Can Never Forget" , most probably a Jewish vengeance group -- (from dossier)
