Scope and Content

The file contains General Groener's memorandum of June 17, 1919 on the military situation in Germany. Karl Eduard Wilhelm Groener (22 November 1867 – 3 May 1939) was a German general and politician. His organisational and logistical abilities resulted in a successful military career before and during World War I. After resigning from the army in the summer of 1919, Groener served in several governments of the Weimar Republic as minister of transportation, interior and defense. He was pushed out of the government in 1932 by Kurt von Schleicher, who was working on a pact with the Nazis. In his memorandum, he first describes the mood of the people in Germany, who are against another war. Then he describes the mood of the enemy troops, like England or France. He compares the material armor of the enemy with the German, the possibility to feed the troops, the efficiency of the railroad and explains in detail the operational options in the east.
