Order directed to the Russian Fascist Party, signed by Konstantin Rodzaevsky, directing the party to prepare for pressure from the Communist regime and the Russian authorities. He directs the party to work on two levels, both overtly and covertly, under different organizational names. and appoints members of high party committees, both overt and covert, around the world. The order calls for action and the publication of at least one propaganda bulletin in Russian.
