Scope and Content
The first letter of Himmler to Frank concludes an agreement about the German colonization of Zamosz and Lublin. Himmler describes how the colonization should take place and states target numbers. He decribes the resettlement of Poles that has to preceed the German colonization. among others Himmle states that sanitation in Lublin can be set up with material from the Warsaw Ghetto. Then he emphasizes the need of total cooperation. The second letter reveals tensions between Himmler and Frank. In the other letter of which a copy was sent to Reichsminister Lammers, Himmler tells Frank that he heard Frank would claim a political victory over him. Then he ctells Frank that he can as well operate in the General Gouvernement without cooperating with Frank.
