Scope and Content
Svatikov's history of the Protocols of the Elders of Zion attributes their creation and publication to Rachkovsky, the chief of Russian secret police. According to Svatikov's article - originally published in The Jewish Tribune - Rachkovsky published pamphlets and letters under pseudonyms, and ordered the dissemination fo the Protocols outside of Russia.The document is translated into German and French.
