Scope and Content
The document is a certified copy of a letter from the chancellery of the President of the Republic of France in grattitude to Pyotr Rachkovsky for his service "for the good of the alliance". The original letter was issued in 1902, and the copy is signed and certified as true to the original by Andre Rachkovsky, Pyotr's son, in 1935.
