The report highlights the problems encountered by American and British officers who served with various resistance movements in the Balkans and Greece. The emphasis of support was on short term over long term policies with the aim of achieving immediate relief to the Allied forces. The infighting between the partisans and especially the ruthlessness of the communist partisans at the expense of the local peasants is criticized.
