The Jewish Central Office in Romania was established by Law no. 1090 of December 16, 1941 with the dissolution of the Federation of the Union of Jewish Communes of Romania. During the period of 1941-1944, the Jewish Central Office in Romania was the only institution authorized to represent the interests of the Jewish community in Romania. To the Jewish Central Office in Romania there were subordinated all institutions of public interest, charity, cultural and religious societies of different Jewish communities across the country. The Jewish Central Office in Romania functioned on the basis of a regulation issued on January 31, 1942. According to this regulation, the activity of the Jewish Central Office in Romania was carried out under the control of a government representative who was subordinated to the President of the Council of Ministers. The Jewish Central Office in Romania was headed by a president and a secretary general.

Управление по делам евреев Румынии было создано по закону № 1090 от 16 декабря 1941 г. вследствие роспуска Федерации Союза еврейских общин Румынии. В период с 1941 по 1944 года управление по делам евреев Румынии было единственным учреждением, уполномоченным представлять интересы еврейской общины Румынии. Управлению по делам евреев Румынии были подчинены все институты, отстаивающие интересы общественности, благотворительные, культурные и религиозные организации еврейских общин по всей стране. Управление по делам евреев Румынии функционировало на основании постановления от 31 января 1942 года. Согласно этому постановлению, деятельность управления по делам евреев Румынии осуществлялась под контролем уполномоченного представителя правительства, который, в свою очередь, подчинялся Председателю Совета Министров.
